VeillaxandClaude Sonnet 5.5 654cf6d0fa Publish alerts to a Sandbar topic and keep a Sandbar monitor for every resource with health checks 
A Sandbar topic channel publishes alerts as ntfy-style messages (API key
optional). Under Server, Settings, Hammerhead can create, update and remove a
Sandbar monitor per enabled resource with health checks, linked by resource id
so monitors made by hand are left alone. The key is sealed at rest.

Details 
Sandbar channels raise and resolve alerts through its API, with the API key
sealed at rest and never returned to the browser. Resources and sites can be
tagged and filtered by tag; sites can be renamed. The secretbox package now
comes from Reef v0.1.9 instead of a private copy.

Dialog buttons are Cancel then the primary action at the bottom right, and each page has one primary
action. List pages no longer repeat their title. Dates have the month written out. Fields in a row
line up, hints sit under fields instead of inside labels, and long certificate errors are clamped.
Organizations show whether local access is on and name the action; setting a user's password uses a
dialog instead of a browser prompt. Server errors for sign-in and ranges are reworded with a next step,
and the stray scrollbar inside tables is gone.

VeillaxandClaude Sonnet 5.5 f521fa8668 Add the Hammerhead control plane 
Dashboard and API, accounts (organizations, roles, invitations, 2FA, OIDC
single sign-on, API keys, revocable sessions), an encrypted SQLite database,
resource logins, alerts and /metrics, mail egress management with DKIM keys,
and the .env loader. Split out of the original single repository; depends on
Reef for the shared types. The end-to-end tests that run Hammerhead, Blacktip
and Bamboo together live in e2e/.
